Partially, yes: PWA technologies allow degraded offline operation with resynchronisation when the network returns. For a fully offline need, a desktop application is sometimes better : we'll tell you honestly.
On our European infrastructure (France, Germany, Switzerland) with monitoring and backups, or on yours if you have specific constraints. In both cases, deployment is automated.
The architecture is sized to your actual and projected volumes: from a few dozen internal users to tens of thousands of simultaneous visitors. Load testing validates the sizing before go-live.
